Chapter One: Introduction
1.1 Background of the Study
Small-scale businesses are essential to the economic growth and development of local economies, particularly in emerging economies such as Nigeria. In Yola North Local Government Area (LGA) of Adamawa State, the local government has been actively involved in promoting the growth of small-scale businesses through various interventions, including providing financial support, facilitating access to markets, and improving infrastructure. However, despite these efforts, small-scale businesses in the region face significant challenges, such as limited access to credit, high operational costs, and a lack of technical skills. Local government interventions have aimed to mitigate some of these challenges, but the overall impact on business growth remains uncertain. This study seeks to evaluate the impact of local government interventions on small-scale business growth in Yola North LGA, focusing on the effectiveness of support programs, infrastructure development, and regulatory policies designed to foster a conducive environment for entrepreneurship (Adamu & Hassan, 2023). By understanding the role of local government in business development, the study aims to provide recommendations for enhancing support for small-scale businesses in the region.
1.2 Statement of the Problem
Small-scale businesses in Yola North LGA continue to struggle with poor access to capital, inadequate infrastructure, and insufficient technical knowledge. While local government interventions are intended to address these challenges, the persistence of these issues suggests that current efforts may be insufficient or misaligned with the actual needs of entrepreneurs. This study will assess the impact of local government interventions on small-scale business growth, evaluating the successes and limitations of existing programs and policies.
1.3 Objectives of the Study
To evaluate the effectiveness of local government interventions in promoting small-scale business growth in Yola North LGA.
To identify the key challenges faced by small-scale businesses in Yola North LGA despite local government interventions.
To recommend strategies for improving local government support for small-scale businesses in Yola North LGA.

1.5 Research Hypothesis

Enhanced technical training and access to markets will significantly improve the success of small-scale businesses in Yola North LGA.
1.6 Significance of the Study
This study is significant because it will provide valuable insights into the role of local government in supporting small-scale businesses in Yola North LGA. The findings will be useful to policymakers, local government officials, and entrepreneurs seeking to improve the business environment in the area. By identifying gaps in current interventions, the study will provide recommendations to improve the local government’s support for entrepreneurship, thus contributing to economic development and poverty reduction.
1.7 Scope and Limitations of the Study
This study will focus on small-scale businesses in Yola North LGA, evaluating the local government’s role in providing financial, infrastructural, and technical support to these businesses. Limitations of the study include possible biases in self-reported data from business owners and difficulties in accessing comprehensive data on local government programs.
1.8 Operational Definition of Terms
Small-Scale Business: A business operation with limited financial resources, fewer employees, and a small market share, typically in sectors such as retail, manufacturing, and services.
Local Government Interventions: Programs, policies, and support mechanisms implemented by local government authorities to promote economic development and business growth.
Entrepreneurship Support: Assistance provided to business owners to enhance their capacity for running and growing their businesses, including financial aid, training, and infrastructure.
